yes! I believe startups should outsource digital marketing . Today there are lots of startup  outsourcing digital marketing  . This is just because of following reasons - 

Its cost effective - It will be really cost effective in many ways. Sometimes its better to hire in house. However I believe most of the time it will be cost effective to hire some one online. When you are a start up , you will have very limited money in your pocket , you might be looking the cheapest however the most high quality way to find a solutions.  But outsourcing the digital marketing work they will see huge amount of profit. Because in outsourcing company dont require to hire the employees, dont require any infrastructure for that. You will not require internet , chair , table , tea or coffee , desk or anything that require to hire an emplyee in house. Just post the job and hire.

Dedicated , motivated and targeted - Freelancers are detailed , motivated and extremly tergetted. If you require a content writter you can just go ahead and post your job. In house to do small you may require to pay salaries or cost to companies . This may lead to increase in budget.
